John Nielsen
John Nielsen is responsible for the day-to-day general management
of OTRP. His relationship with OTRP formally began in 1995 when his
consulting business, Integral Associates, became OTRP’s contract
general manager. That relationship continued until the time of his
hiring as OTRP’s first CEO in 2001. He has prior experience
as the General Manager of the Independent Cities Risk Management Authority
in Los Angeles, CA and as Executive Director of the Miami Valley Risk
Management Association in Kettering, OH.
John was a founding Board Member/Past President of the Association of Governmental
Risk Pools (AGRIP), the nation’s preeminent professional association
serving public sector risk-sharing pools and trusts. John has led
national efforts to creatively collaborate with other pools in the
formation of risk purchasing groups and captives, including the
National Public Entity Excess Program (NPX) of Newport Beach, CA
and Transit Reinsurance, Ltd., a public transit captive domiciled in Burlington, VT.
John
started his career in the city management profession with seven
years of public service in Western Springs, IL and West Carrollton, OH.
He has a BA (Economics/Political Science) and an MPA (Public Finance)
from the State University of New York at Albany. He has earned a
post graduate designation as an Associate in Risk Management (ARM).
He is married to the former Laura Anne Krebs, and is the father
of ten children and one grandchild.
Barbara Rhoades
Barbara Rhoades is the OTRP Claims Manager. She is primarily responsible
for adjusting OTRP property/casualty claims in Ohio.
Barbara has 13 years of claims adjusting experience for public entity
pools in Ohio and Michigan. Prior to that, she also had five years
experience as a reinsurance claims examiner for St. Paul Re in New
York and for the Hartford Insurance Company, in Hartford, CT.
Barbara
earned a BA in paralegal studies from the Hartford College for Women.
She has earned a post graduate designation as an Associate in Claims.
In 2000, she was named “Claims Professional of the
Year” by the Insurance Women of Toledo (Toledo, OH). Barbara
and her husband, Cory, are the parents of three children.
Ken Reed
Ken Reed is OTRP's Loss Control Services Manager. He is primarily responsible
for the management of OTRP's Loss Control Services Department and oversight of all loss control and training activities. Before becoming Loss Control Services Manager, he served OTRP as a claims specialist where he was primarily responsible for adjusting OTRP property/casualty claims in Western Ohio. Prior to his service with OTRP, Ken worked as the General Manager and Director of Administration of Butler County RTA, an OTRP member. In addition to his service on the OTRP Board, Ken has served as an elected member of the Trenton (OH) City Council and serves on the Ohio-Kentucky-Indiana Regional Council of Governments overseeing regional transportation planning and policy-making in a key part of the Midwest. He brings a wealth of public transit operations knowledge to OTRP.
Ken
earned a BSBA in marketing/transportation logistics from The Ohio
State University. He has earned a post graduate designation as an
Associate in Claims (AIC) and an Associate in Risk Management for Public Entities (ARM-P). Ken and his wife Ruth are the parents
of two children.

Angel Wisenburg
Angel is an OTRP Claims Specialist. She is responsible for adjusting property/casualty claims throughout Ohio. This is her first claims
adjusting position.
Angel graduated from Kent State University with a BA in Sociology. She and her husband Craig are the parents of one child.
Becky Yurchiak
Becky Yurchiak is OTRP’s Executive Assistant. Becky is responsible
for coordinating a variety of secretarial, clerical and staff functions/activities
from payroll and check preparation, to performing secretarial duties,
data entry into OTRP’s claims management information system and assisting the CEO in completing various studies and projects.
She is truly a “jack of all trades.”
Becky and her
husband, Frank, are the parents of two children and have three
grandchildren.
